DGVCL powers Surat and south Gujarat

Dakshin Gujarat Vij Company Limited (DGVCL) is the state-owned distribution utility for seven districts of south Gujarat, with Surat as its corporate base. It serves more than 3 million consumers across one of India's densest industrial belts, dominated by textiles, diamond polishing and chemicals.

  • Which seven south Gujarat districts DGVCL covers
  • The 1800 233 3003 toll-free line and the 19123 short code
  • Why Surat's industrial belt drives DGVCL's outage patterns

DGVCL key reliability figures

More than 3 million consumers across seven south Gujarat districts.

Service area covers Surat, Navsari, Valsad, Tapi, Dang, Bharuch and Narmada.

Around 4,500 employees, with corporate office in Surat.

1800 233 3003 toll-free helpline and 19123 short code for power complaints.

Regulated by the Gujarat Electricity Regulatory Commission (GERC).

One of four GUVNL DISCOMs

DGVCL was incorporated in 2003 as part of the Gujarat unbundling process under the Electricity Act 2003. It is one of four distribution subsidiaries of the state holding company Gujarat Urja Vikas Nigam Limited (GUVNL), alongside UGVCL (north Gujarat), MGVCL (central) and PGVCL (Saurashtra and Kutch).

  • More than 3 million consumers across seven south Gujarat districts.
  • Service area includes Surat, Navsari, Valsad, Tapi, Dang, Bharuch and Narmada.
  • Corporate office in Surat, with around 4,500 employees.
  • Industrial consumers represent a major share of revenue, driven by Surat's textile and diamond clusters.

GUVNL acts as the bulk power buyer for all four Gujarat DISCOMs. The Gujarat Electricity Regulatory Commission (GERC) sets tariffs and oversees consumer grievance redressal across the broader national distribution landscape.

Why Surat's industrial load shapes outages

DGVCL's load profile leans heavily on industrial demand. The textile mills and diamond polishing units of Surat run two or three shifts a day, making feeder reliability a critical input for the local economy.

Pre-monsoon transformer stress

April-May heatwaves push distribution transformers to the limit. DGVCL publishes pre-monsoon maintenance schedules and shifts non-critical work to night hours where possible.

Monsoon flooding in the Tapi basin

Surat sits on the Tapi river and floods periodically when the Ukai dam releases water during heavy monsoon spells. Power substations along the river bank can lose connectivity for several days during major flood events.

Planned shutdowns for upgrades

DGVCL publishes planned outage notices ahead of feeder upgrades or substation maintenance. These usually concentrate on Sundays and public holidays to minimise industrial disruption.

Helplines and what to do during a cut

DGVCL operates a 24x7 centralised customer care centre. Consumers can register complaints by phone, through the online portal or in person at sub-divisional offices.

  • 1800 233 3003 — toll-free 24x7 helpline for all electricity issues.
  • 19123 — short code for power supply complaints.
  • DGVCL online portal for complaint registration, status tracking and bill management.

South Gujarat in the wider India grid

When a Surat outage also disrupts mobile coverage, several local operators may be affected at the same time. See below for the largest networks in south Gujarat:

  • Jio — the largest mobile operator in south Gujarat.
  • Airtel — strong 4G and 5G coverage in Surat and the broader belt.
  • Vi (Vodafone Idea) — third-largest network in Gujarat.
