A grid split between PSPCL and PSTCL
Following the 2010 restructuring, the Punjab State Electricity Board was split into PSPCL (generation and distribution) and Punjab State Transmission Corporation Limited (PSTCL). Both are owned by the Government of Punjab and regulated by the Punjab State Electricity Regulatory Commission (PSERC).

Why paddy season stresses Punjab's grid
Punjab's June-October paddy season generates extreme peak demand as farmers run irrigation tubewells around the clock. PSPCL imports power from neighbouring states and the national grid to bridge the shortfall, with occasional rotational cuts in non-agricultural feeders to protect supply for farms.
Summer paddy season demand
PSPCL prioritises agricultural feeders during sowing season. Urban and industrial consumers in Ludhiana, Jalandhar and Amritsar see scheduled cuts when the state-level supply-demand gap widens.
Winter fog and visibility damage
Dense winter fog in December and January slows down repair crews and contributes to longer restoration times when overhead lines fail. PSPCL pre-positions crews in flag districts before forecasted weather events.
Storm-related line trips
Convective summer storms and occasional western disturbances bring sudden line trips. The 11 kV distribution feeders that serve villages and small towns remain the most vulnerable layer.
