KSEB is Kerala's vertically integrated utility
Kerala State Electricity Board Limited (KSEBL or KSEB) handles generation, transmission and distribution of electricity across Kerala. Unlike most Indian states that split these functions after the 2003 Electricity Act, Kerala retained a single integrated utility under state ownership.

KSEB key reliability figures
Sole distribution licensee covering all 14 districts of Kerala.
Integrated utility owning generation, transmission and distribution since 1957.
Hydropower-heavy generation mix, anchored at Idukki, Sabarigiri and Sholayar dams.
1912 toll-free helpline, 0471 2555544 alternate line and 9496 001 912 WhatsApp.
Regulated by the Kerala State Electricity Regulatory Commission (KSERC).
One utility for generation, transmission and distribution
KSEB was constituted in 1957 under the Electricity (Supply) Act, 1948. It was reorganised as KSEB Limited in 2013 but retained its integrated structure. The Government of Kerala remains the sole shareholder.
- Sole distribution licensee covering all 14 districts of Kerala.
- Generation, transmission and distribution under one entity.
- Significant share of generation from large hydropower stations in the Western Ghats.
- Regulated by the Kerala State Electricity Regulatory Commission (KSERC).
KSEB's hydropower dependence makes it sensitive to monsoon performance. Reservoir levels at Idukki, Sabarigiri and Sholayar dams set the tone for the coming year's import requirements from the national grid. Kerala sits at one end of the broader national distribution landscape.
Why monsoon dictates Kerala's outage map
The June-September south-west monsoon and the October-December north-east monsoon between them dump some of India's heaviest rainfall on Kerala. The 2018 and 2019 floods caused multi-week disruptions in parts of central Kerala, and any tropical storm crossing the state can damage thousands of kilometres of overhead lines in days.
Monsoon storms and landslides
Heavy rainfall, landslides in the Western Ghats and fallen trees on overhead lines are the most common outage triggers from June onwards. KSEB coordinates with the Kerala State Disaster Management Authority on pre-positioning crews.
Summer peak demand
March-May peak demand often outpaces hydropower output when reservoirs run low. KSEB imports power from the southern regional grid; occasional load management measures kick in when imports are constrained.
Cyclones and the north-east monsoon
Coastal Kerala faces occasional cyclonic events brought in from the Arabian Sea or the Bay of Bengal. Restoration in these events typically focuses on the coastal districts of Thiruvananthapuram, Kollam, Alappuzha and Ernakulam.
Helplines and what to do during a cut
KSEB consumers register complaints via phone, the consumer portal, the mobile app or WhatsApp. The Web Self Service portal allows complaint registration and tracking using the consumer number.
- 1912 — toll-free 24x7 helpline (press 19 in voice menu for power complaints).
- 0471 2555544 — alternate line from outside Kerala.
- 9496 001 912 — WhatsApp complaint registration (no calls or SMS).
- [email protected] for email complaints and the KSEB Web Self Service portal.
Kerala in the wider India grid
When a Kerala outage also disrupts mobile coverage, several local operators may be affected at the same time. See below for the largest networks in the state:
- Jio — the largest mobile operator across Kerala.
- Airtel — strong 4G and 5G coverage across Thiruvananthapuram and Kochi.
- Vi (Vodafone Idea) — third-largest network across the state.
- BSNL — public operator with broad rural coverage in Kerala.
