UPPCL holds India's largest state distribution network

Uttar Pradesh Power Corporation Limited (UPPCL) is the holding company that supplies electricity across India's most populous state, home to more than 240 million residents. UPPCL itself does not retail power; it owns four regional distribution subsidiaries that handle billing, connections and outage response on the ground.

Four DISCOMs from Noida to Varanasi

UPPCL is structured around four regional distribution companies that mirror the geography of the state. Each operates as a separate entity for billing and operations but reports to UPPCL on policy, finance and grid planning.

  • Madhyanchal Vidyut Vitran Nigam Limited (MVVNL) — central UP, including Lucknow.
  • Purvanchal Vidyut Vitran Nigam Limited (PuVVNL) — eastern UP, including Varanasi and Gorakhpur.
  • Paschimanchal Vidyut Vitran Nigam Limited (PVVNL) — western UP, including Meerut and Noida.
  • Dakshinanchal Vidyut Vitran Nigam Limited (DVVNL) — southern UP, including Agra and Aligarh.

UPPCL is owned by the Government of Uttar Pradesh and regulated by the Uttar Pradesh Electricity Regulatory Commission (UPERC). Its headquarters are at Shakti Bhawan in Lucknow, putting it at the centre of the wider national distribution landscape.

Why outages in UP run longer than average

UP's grid carries one of India's biggest gaps between peak demand and reliable supply. Rural areas in particular still face rotational load-shedding during the May-July peak when temperatures cross 45 degrees Celsius.

Summer load shedding

UPPCL publishes rural and urban supply schedules separately. Tier-2 cities and villages receive fewer hours of supply per day than metros during the peak summer months, especially when generation falls short of demand.

Monsoon damage and storm cuts

The June-September monsoon brings widespread waterlogging, transformer failures and fallen overhead lines. Restoration times vary sharply between urban PVVNL areas near Delhi and the more rural eastern PuVVNL territory.

Aging distribution infrastructure

Transformer failures, cable faults and unauthorised tapping contribute to frequent unplanned outages. UPPCL has rolled out smart meter programs in select divisions to improve outage detection and billing accuracy.

Helplines and what to do during a cut

UPPCL consumers can register complaints by phone, SMS, WhatsApp, the Bijli Mitra portal or the consumer app. Each subsidiary DISCOM operates its own zonal offices as escalation points.

  • 1912 — toll-free 24x7 line for electricity queries and complaints.
  • 1800 180 8752 — dedicated UPPCL complaint number, 24x7.
  • SMS to 5616195 from a registered mobile number.
  • UPPCL Bijli Mitra app and consumer portal for online complaint registration.

Uttar Pradesh in the wider India grid

When a UP outage also takes mobile networks down, several local operators may be affected at the same time. See below for the largest networks in Uttar Pradesh:

  • Jio — the largest mobile operator across Uttar Pradesh.
  • Airtel — strong 4G and 5G coverage across Lucknow, Noida and Kanpur.
  • Vi (Vodafone Idea) — third-largest network across the state.
  • BSNL — public operator with broad rural coverage in UP.
