BSES Rajdhani powers south and west Delhi

BSES Rajdhani Power Limited (BRPL) is the private distribution licensee for south and west Delhi, a 700-square-kilometre territory home to more than 3 million consumers and 12 million residents. Areas served include Dwarka, Hauz Khas, Janakpuri, Najafgarh, Nehru Place, Saket, Vasant Kunj and Vikaspuri.

  • How Delhi privatised its DISCOMs in 2002 under the Delhi Electricity Reform Act
  • Why BRPL is a joint venture between Reliance Infrastructure and the Delhi government
  • The 19123 toll-free line and the 88009 19123 WhatsApp helpline
  • Why Delhi summer demand stress-tests every Delhi DISCOM

BRPL key reliability figures

Around 3 million consumers serving more than 12 million residents.

Coverage area of about 700 square kilometres in south and west Delhi.

23 divisions including Dwarka, Saket, Janakpuri and Nehru Place.

Joint venture: Reliance Infrastructure (51 percent) and Government of Delhi (49 percent).

19123 toll-free helpline and 88009 19123 WhatsApp line for power complaints.

How Delhi privatised distribution in 2002

Delhi unbundled the Delhi Vidyut Board in July 2002 under the Delhi Electricity Reform Act 2000. Distribution was carved into three licence zones: BSES Rajdhani (south and west), BSES Yamuna (central and east) and Tata Power Delhi Distribution (north and north-west).

  • Around 3 million consumers across south and west Delhi.
  • 23 divisions, with a consumer density of about 4,450 per square kilometre.
  • Sister utility BSES Yamuna (BYPL) covers central and east Delhi.
  • AT&C losses have dropped into single digits since privatisation.

BRPL is a joint venture between Reliance Infrastructure (51 percent) and the Government of Delhi (49 percent). The Delhi Electricity Regulatory Commission (DERC) regulates tariffs and grievance redressal. The utility plugs into the broader national distribution landscape through the Delhi Transco grid.

Why Delhi summer stress-tests the grid

Delhi's peak summer demand often crosses 8,000 MW as temperatures push past 45 degrees Celsius. BRPL's south and west Delhi grid carries a mix of dense residential colonies, commercial districts like Nehru Place and large unauthorised colonies in the periphery.

Heatwave-driven local trips

Distribution transformers in dense colonies face repeated stress during May and June. Localised outages typically cluster around overloaded feeders rather than affecting the wider grid.

Monsoon and storm damage

The July-September monsoon brings short but intense storms. Fallen trees, broken poles and waterlogged substations are the main triggers. BRPL pre-positions emergency crews ahead of forecasted weather events.

Planned shutdowns for upgrades

Scheduled maintenance is published in advance on the BSES portal and through SMS to registered consumers. These typically run during off-peak hours to minimise disruption.

Helplines and what to do during a cut

BRPL operates a 24x7 customer care centre. Consumers register complaints by phone, WhatsApp, the BSES portal or the BSES mobile app, using their 9-digit CA (consumer account) number that appears on every electricity bill.

  • 19123 — toll-free 24x7 helpline for outages, billing and safety hazards.
  • 011-49516707 — emergency / streetlight number.
  • 88009 19123 — WhatsApp helpline (send #NC + 9-digit CA number to 9999919123 for no-current complaints).
  • 9555010022 — power theft reporting via WhatsApp.
  • BSES mobile app and consumer portal for complaint registration and tracking.

Delhi in the wider India grid

BRPL covers south and west Delhi, while its sister utility BSES Yamuna covers the central and east halves of the capital. When a Delhi outage also disrupts mobile coverage, several local operators may be affected at the same time. See below for the largest networks in Delhi:

  • Jio — the largest mobile operator in Delhi NCR.
  • Airtel — strong 4G and 5G coverage across the National Capital Region.
  • Vi (Vodafone Idea) — third-largest mobile network in Delhi.
