Endeavour Energy, the network powering Western Sydney's growth corridor

Endeavour Energy is the electricity distribution network for western and south-western Sydney, the Blue Mountains, the Southern Highlands and the Illawarra. It delivers power to around 1.1 million customers across 25,000 square kilometres, in one of the fastest-growing regions in Australia. The Endeavour outage map is the tool customers check first when the power goes out in Parramatta, Penrith, Blacktown, Liverpool, Campbelltown, Wollongong or the Blue Mountains.

A 1.1 million customer network across Greater Western Sydney

Endeavour Energy was privatised in 2017 through a 50.4% lease to a consortium led by Macquarie Infrastructure and the British Columbia Investment Management Corporation, with the NSW Government retaining the remaining 49.6%. It operates under the AER's regulatory framework like other NEM distributors.

Key figures for the Endeavour Energy electric network:

  • Around 1.1 million customer connections.
  • About 2.8 million people served across Greater Western Sydney, the Blue Mountains and the Illawarra.
  • 25,000 square kilometres of service area covering some of Australia's fastest-growing release zones.
  • Around 38,000 kilometres of powerlines, a mix of suburban overhead and underground in newer estates.

The network covers Parramatta, Blacktown, Penrith, Liverpool, Fairfield, Campbelltown, Camden, Wollondilly, the Blue Mountains, the Hawkesbury, the Southern Highlands and the Illawarra, including Wollongong and Shellharbour.

Why bushfires, storms and rapid growth shape the Endeavour outage profile

Outages on Endeavour are driven by a particular mix: bushfire exposure in the Blue Mountains and Southern Highlands, severe storms in the Sydney basin, and growing load in expanding suburbs.

Bushfires

The Blue Mountains, the Hawkesbury and the Southern Highlands are among the highest bushfire-risk areas in NSW. The 2019 to 2020 Black Summer fires caused major damage across the Endeavour network. Endeavour now operates a comprehensive Bushfire Risk Management Plan that includes seasonal de-energising of high-risk lines on catastrophic fire days.

Severe storms and microbursts

Western Sydney is one of the most thunderstorm-prone parts of metropolitan Australia, with intense convective storms between October and March that bring damaging winds, hail and lightning. The January 2020 hailstorm caused widespread damage to the Penrith and Campbelltown networks.

Vegetation

Trees and branches falling on lines remain a leading cause of unplanned outages, particularly in the heavily vegetated Blue Mountains, the Hawkesbury and the bushland fringe of south-western Sydney.

Rapid suburban growth

Endeavour serves some of Australia's largest greenfield release zones, including the South West Growth Area, the North West Growth Area and the area around Western Sydney Airport. Connecting new estates while maintaining service on the existing network creates additional operational complexity.

Wildlife and accidents

Birds and possums contacting lines, cars hitting poles, and excavators damaging underground cables in expanding suburbs account for hundreds of small outages per year.

Building capacity for Western Sydney's electrification

Endeavour's 2024 to 2029 regulatory proposal reflects the dual challenge of replacing ageing infrastructure and connecting one of the fastest-growing populations in the country, while preparing for high EV and rooftop solar penetration.

Endeavour 2024 to 2029 capital plan

  • Around $3 billion of capital expenditure over five years.
  • Major focus on new connections in greenfield release zones and the Western Sydney Airport corridor.
  • Continued investment in bushfire mitigation and asset replacement in the Blue Mountains and Southern Highlands.

Bushfire hardening

Endeavour is replacing wooden poles with composite and steel in the highest fire-risk zones, undergrounding selected sections in the Blue Mountains, and installing covered conductor on key feeders.

Capacity for growth areas

Major new zone substations are being built to serve the South West and North West Growth Areas, plus the area around the new Western Sydney Airport at Badgerys Creek scheduled to open in 2026.

EV and electrification readiness

Endeavour is upgrading transformers in suburbs with rising EV uptake and offering dynamic operating envelopes for customers with rooftop solar and home batteries.

Smart meters, automation and Endeavour's network of the future

Smart meters

Endeavour is rolling out smart meters in line with the national 2030 target. Smart meters detect outages at the property level and confirm restoration automatically, reducing the time crews spend confirming jobs.

Self-healing network

Endeavour has deployed automated reclosers, sectionalisers and FLISR systems across its main feeders. Faults are isolated within seconds and power rerouted around the damaged section, limiting the number of customers affected.

Community batteries

Endeavour is piloting community batteries in selected Western Sydney suburbs to absorb excess midday solar and release power during the evening peak. The trials are part of a broader push to integrate the high rooftop solar penetration in Western Sydney.

Network monitoring

Endeavour operates 24/7 control centres that monitor every zone substation and main feeder. Real-time data feeds the outage management system that dispatches crews and updates the public outage map.

Outage map, app alerts and NSW concessions

Endeavour outage map

Endeavour publishes a public outage map updated in near real time. Customers can check outage status by address or suburb and see estimated restoration times. The map is the primary tool used during storm and bushfire events.

Outage alerts and app

Customers can register for SMS or email alerts when an outage is reported at their address. The Endeavour app gives mobile access to the outage map and proactive notifications.

Life support customers

Households relying on life-support equipment can register through their retailer for priority notifications of planned outages and prioritised restoration during unplanned events.

NSW energy rebates

Eligible NSW residents can apply for the Low Income Household Rebate, the Family Energy Rebate or the NSW Energy Accounts Payment Assistance (EAPA) scheme, administered by Service NSW.

Endeavour, Ausgrid, Essential, the three NSW distributors

For a wider view of how Australia's three power grids are structured, see the Australian power outage page. Endeavour covers Greater Western Sydney, the Blue Mountains, the Southern Highlands and the Illawarra, but Sydney, the Central Coast and the Hunter are served by Ausgrid and rural NSW by Essential Energy. When the power is restored but the internet is still down in Western Sydney, the largest fixed-line provider is the NBN, and most customers buy retail broadband from Telstra, Optus or TPG.
